Jeff Sural
An accomplished public policy expert, Jeff has more than 25 years of experience as a trusted non-partisan resource to state and federal policy makers with strong relationships throughout the country. Investing in relationships and forming impactful teams has been a driving force behind his accomplishments. For the past eight years he served in leadership roles focused on broadband policy and the management of broadband infrastructure and digital equity grant programs. As a Senior Broadband Policy Advisor for the US Department of the Treasury he helped lead the development of the Capital Projects Fund, distributing $10 billion in ARPA funding to states and Tribes for broadband infrastructure. Prior to joining Treasury he served as the Director of North Carolina’s Broadband Infrastructure Office where he worked closely with the state’s legislature to create and implement a rural broadband grant program, lead negotiations to advocate for the state’s use of $750 million in ARPA funding for broadband infrastructure grants, and developed the nation’s first state-wide digital inclusion and equity initiative. In that role he worked closely with NTIA and other state broadband leaders to reinvigorate the State Broadband Leaders Network. Most recently he worked with a non-profit investing in the commercialization of university research to secure a $500 million appropriation, the single largest to a non-state entity in North Carolina’s history. He has testified before the US House of Representatives, to the North Carolina General Assembly Joint Oversight Committee on Information Technology, and the Economic Development and Global Engagement Committee in addition to numerous public speaking engagements on broadband access and digital inclusion policy.
